In a surprise announcement, the Visa Office released the June 2011 Visa Bulletin indicating that EB-2 dates for Indian and Chinese nationals will leap forward to October 15, 2006. The Bulletin states that thus far, there has not been as much demand for EB-3 to EB-2 upgrades as expected, thus the EB-2 categories are continuing to advance. More advancement in the July Bulletin is possible. However, this is said with caveat:

"Should there be a sudden or significant increase in India and China Employment Second preference demand it may be necessary to slow, stop, or retrogress that cut-off date as we approach the end of fiscal year 2011."
